Over One-Third of California’s 300,000 Annual Abortions are Medicaid (Medi-Cal) State Funded

Information on abortions provided in California to Medi-Cal funded beneficiaries in 2007 is summarized below.  Note that this data does not contain information on late-term abortions (21 weeks and later), as California Dept. of Health Care Services does not collect information by trimester, by weeks LMP, or by other gestation period.  (Also note that this Medi-Cal funded information is the only data on abortions in California that is reported or recorded:  California law does not require that other (non-Medicaid-funded) abortions be reported, and the California Dept. of Public Health does not collect information on abortions in the state:  Therefore, since 1997, there is no data or information available on all California abortions:  Prior to 1998, California accounted for 23% of all abortions in the United States – per CDC 2005 Abortion Surveillance Report, page 7. )

Medi-Cal Funded Induced Abortions 2007:  Total Reported 80,069  (Probable non-reported additional funded abortions, based on 2005 data, 11,000 – see below.)

Breakdown of Reported numbers:  Hispanic 22,365;  Black 12,098;  White 11,130;  Asian 3,547;  Other 315;  Not Identified 30,614

Teenagers  16,500;  Ages 20-29  46,207;  Ages 30 & Up  17,362

Fee-for-Service only:  52,930   (Expenditure:  $23,619,664)

Managed Care Plan only:  24,029

County Organized Health System:  3,110

In 2005, the DHCS estimated an additional 11,000 non-reported Medi-Cal funded abortions, bringing the 2005 total up to 94,602.  The numbers for 2007 are similar.  The total number has changed marginally over the past two decades, from 97,291 in 1990; reaching a high of 114, 638 in 1993; decreasing to 93,000 in 1995 (albeit incomplete data for three counties).

The CDC figure for California’s total abortions in 1997 was 23% of the U.S. total.  That would put California’s total abortions in 1997 at 310,600.  California’s total Medi-Cal funded abortions (including fee-for-service and non-fee-for-service) in 1997 was on the order of 111,600.  (The number for 1996 was 112,990 per the DHCS 1997 Report.)  In summary, California’s Medi-Cal-funded abortions comprise approximately 36% of the state’s total abortions – both in the 1996/97 time periods and in the current time frame.

None of the above data identifies the number of Late-Term 21-weeks-and-later D&E abortions in California.  However, if California’s ratio is similar to the U.S. as a whole, as reported by the CDC, the factor of 1.9% of total would be an appropriate estimate.  That would put California’s 2007 Late-Term post-20-weeks’ gestation total abortions at 6,800; and the sub-total of those funded by Medi-Cal at 2,500.
